Drains Flooding Heavy Rain Fleet | Why It Happens
Fleet drains back up in heavy rain for specific, fixable reasons. Here's what's actually going on underground and what you can control yourself.
Heavy rain hits Fleet and within twenty minutes there's water pooling on the drive, bubbling up from a manhole, or backing into a ground-floor loo. It feels like a freak event. It usually isn't.
Fleet and the villages around it have a specific geography that makes surface water drainage genuinely difficult. Throw in ageing combined sewer infrastructure and a decade of new-build estates pushing more hard-standing into the network, and you get a town that earns its flooding reputation the hard way. Understanding which system is failing, and why, is the difference between waiting for the rain to stop and actually fixing the problem.
Two completely different systems, one very confusing symptom
When water appears somewhere it shouldn't during heavy rain, the first question isn't "how do I unblock it?" It's "which pipe is it coming from?" Because the answer changes everything.
Foul drainage carries sewage from your WCs, sinks, baths and appliances. It connects to the public sewer, which runs to a treatment works. You own the pipes within your boundary; Southern Water owns everything beyond your external manhole.
Surface water drainage carries rainwater from roofs, drives and paved areas. In newer parts of Fleet, this runs into a separate system, discharging to a soakaway, a watercourse or a dedicated surface water sewer.
Combined sewers carry both in the same pipe. Much of older Fleet, including streets around the town centre and parts of Pondtail and Velmead, sits on a combined system installed decades ago. When heavy rain falls, surface water floods into that combined pipe alongside foul sewage. The pipe fills faster than the treatment works can accept it, and somewhere, something has to give.
That something is usually your manhole cover, your garden, or in worst cases, your ground-floor drain.
Why Fleet specifically struggles
It's not just old pipes. Several things stack up here.
Topography. Fleet sits in a shallow bowl. The land drains toward Fleet Pond and the surrounding heathland, but the built environment interrupts that natural flow constantly. Low-lying streets in Church Crookham, around the Zebon Copse estate and down toward Crookham Village can hold water because there's simply nowhere for it to go quickly. Dogmersfield and the Basingstoke Canal corridor get it even worse when levels rise.
New development. Elvetham Heath, Edenbrook and the newer phases around Ancells Park added thousands of properties to a catchment area whose infrastructure wasn't designed for them. Each new roof, each new driveway, each new patio is an impermeable surface that dumps water into the drainage network instead of letting it soak away. The pipes downstream haven't grown to match.
Fleet Pond. It's a feature, but it's also a constraint. When the pond is high and the surrounding ground is saturated, the ability of the whole local drainage system to cope with more water drops sharply. The drainage engineers who surveyed Church Crookham and Crookham Village during the wet winters of the early 2020s found ground conditions that made every pipe in the vicinity work harder.
Tree root intrusion. Fleet's older streets, Rotten Green, Hartley Wintney, Ewshot and the older parts of Church Crookham, have mature tree canopies and old clay-jointed drain runs underneath. Roots don't block a pipe overnight. They infiltrate slowly, crack the pipe open a little more each year, and create the perfect trap for wet wipes and grease. In dry weather, the restricted bore copes. In heavy rain, the system backs up within minutes because there's no spare capacity.
Partial blockages nobody knew about. A drain carrying 30% less than its designed flow is fine for a normal Tuesday. It's not fine when 25mm of rain falls in an hour.
Sewer flooding vs surface water flooding: spot the difference
This distinction matters because the responsibility and the fix are completely different.
Sewer flooding is when the foul or combined sewer surcharges back up through your drains. You'll often smell it before you see it. Manholes lift, ground-floor WCs refuse to flush or gurgle ominously, and in bad cases water backs up through a shower tray or floor drain. If this is happening to multiple properties on your street simultaneously, the blockage or capacity problem is almost certainly in the public sewer. That's Southern Water's responsibility. Call them, log a reference number, and push them to CCTV the main sewer if the problem is recurring.
Surface water flooding is rain that has nowhere to go above ground. Your drive pools, your garden floods, water gets under the door. No smell, no sewage. The drainage path from your hardstanding to a soakaway or drain inlet is either blocked, undersized, or non-existent.
Many properties have both happening at once in a bad storm. Deal with them separately.
What you can actually control
You cannot redesign Fleet's combined sewer network from your kitchen. But there's more within your reach than most people assume.
Check your gullies first
Channel drains and road gullies along your drive are the front line. They block with silt, moss, leaves and general debris faster than anything else. In heavy rain, a blocked gully means all that water finds a different route, usually toward your front door or into the garage.
- Lift the gully pot cover. If you can see standing water with a sludge layer underneath, it needs clearing.
- Gully pots have a depth of around 300 to 450mm. If they're silted to within 100mm of the outlet pipe, they've lost most of their capacity.
- High-pressure water jetting clears a gully in a few minutes. Doing it annually before autumn rains hit is genuinely worth doing.
Check your downpipe connections
Every downpipe from your roof should discharge either into a soakaway, a surface water drain, or a water butt. If your property was built before the 1970s or modified without a drainage survey, there's a real chance a downpipe was connected directly into the foul sewer at some point. Legal in its day, problematic now, and a contributing factor to sewer surcharging in a storm.
To check: follow the downpipe to where it enters the ground. Is there a gully pot there, or does it disappear straight into a drain? A quick CCTV survey can trace where it discharges. If it's connected to foul, a drainage engineer can reroute it.
Look at your permeable paving situation honestly
If you've tarmacked or block-paved a front drive in the last fifteen years without planning permission, you were required to use permeable materials or provide drainage. Many don't. If your drive is entirely impermeable and slopes toward the street or your neighbour's boundary, you're adding to the problem every time it rains.
Retrofitting a channel drain at the edge of the drive before it reaches the pavement is a practical fix. It doesn't have to be a full re-pave.
Know where your soakaways are and when they fail
A soakaway is a rubble-filled pit, or a plastic crate system in newer properties, designed to let surface water percolate into the ground. They work brilliantly when the surrounding soil isn't already saturated. In a prolonged wet spell, or when the water table is high (both common in Fleet's lower-lying areas), a soakaway simply can't accept more water.
Soakaways also collapse over time. The rubble settles, the geotextile membrane silts up, and what was a 1,000-litre capacity becomes 200 litres. If your surface water drainage has progressively got worse over several years without an obvious blockage, a failed soakaway is a likely cause. CCTV alone won't diagnose it; a soakaway inspection usually involves a CCTV survey of the connecting pipe plus a water test.
Check manholes for signs of surcharging
After a heavy rain event, lift the manhole cover in your garden (carefully, with the right tool). If there's a tide mark inside the chamber above the normal pipe level, the sewer surcharges in wet weather. That's your evidence if you need to pursue Southern Water.
If the chamber looks fine but you're still getting surface flooding, the problem is above ground, not in the sewer.
Root cutting if the blockage keeps coming back
If you're clearing the same drain every six months, the partial blockage that won't fully clear is almost certainly roots. Jetting shifts debris but doesn't remove root mass. A cutting head does. Once the roots are cleared, CCTV will show whether the pipe wall is still structurally sound or whether the repeated intrusion has cracked it.
A cracked clay drain in a Fleet street with mature trees will be re-colonised by roots within a year or two unless the pipe is relined. Relining closes off the joints that roots exploit. It's not cheap, but it's considerably less disruptive than excavation through a driveway or a Victorian tile floor, and the 20-year guarantee on remedial work makes the cost easier to weigh up.
When the problem is Southern Water's, not yours
The boundary is your external manhole. Beyond that, it's theirs. If CCTV shows the blockage or collapse is in the public sewer, Southern Water are obliged to fix it. Log the flooding with them using their flooding register. Properties that flood from the public sewer repeatedly should be on that register, which prioritises them for infrastructure work.
Your own CCTV survey from Drainsco gives you the evidence to make that case. "The sewer outside my house surcharges in heavy rain" is a statement. A CCTV report showing exactly where the problem lies is a document they have to respond to.
A short note on new-build properties
If you're in Edenbrook, the newer phases of Elvetham Heath or recent developments off the Ancells Farm side, your drainage system is likely separate, foul and surface water in different pipes. That's good design. But soakaways on new-build sites are often sized to building regulations minimums, and they're installed in made ground that hasn't consolidated. Soakaway performance on some newer Fleet developments has been disappointing, particularly in the winters when ground saturation persists for weeks.
If you're seeing surface water ponding on a relatively new property, don't assume it's normal. Get the soakaway inspected.
